RESOLUTION 12: Tribute to Frank Garcia
WHEREAS THE LEAGUE OF UNITED LATIN AMERICAN CITIZENS (LULAC) supports the purpose of fostering and enlarging the opportunities for training, education, civil rights, job opportunities, housing, economic development, and welfare of all Hispanics in the United States; and,
WHEREAS, Frank Garcia, A longtime advocate of Hispanic Rights in the City of McKinney, Texas, and;
WHEREAS, Frank Garcia, originally established LULAC Council #608 in McKinney, TX in the County of Collin, in the State of Texas, and;
WHEREAS, Frank Garcia's volunteerism as a scout master provided leadership to the youth, and;
WHEREAS, Frank Garcia's involvement in the community allowed for equal fairness in the school system, and;
WHEREAS, Frank Garcia was instrumental in city accomplishment such as supporting grants that improved the eastside of McKinney, Texas, and;
WHEREAS, Frank Garcia, was the president of council #608 from the early sixties thru the early seventies, and;
WHEREAS, Frank Garcia's tireless effort approached the city council for street improvement and utilities for all residents of east Mckinney, and;
WHEREAS, Frank Garcia, was named the "City Council Watcher" by the McKinney Courier Gazette, and;
WHEREAS, Frank Garcia, was a resident and representative in the neighborhood in which the recreation center is located, and;
WHEREAS, there are no parks or municipal structures named after any Hispanics in the city of McKinney, Texas in the county of Collin, in the State of Texas, and;
WHEREAS, no Hispanic history is acknowledged in the city of McKinney, TX, and;
WHEREAS, Frank Garcia's interventions improved the quality
of life for all Hispanics and residents in East Mckinney, Texas, and;
THEREFORE, BE IT RESOLVED that the 1998 National
Assembly convened in Dallas, Texas on the 4th day of July, 1998, support
in paying tribute to Frank Garcia, not just to honor a deserving Hispanic
leader, but to recognize the Hispanic contribution, acknowledgment, and
to establish Hispanic History.
