RESOLUTION 19: Balanced Budget
WHEREAS THE LEAGUE OF UNITED LATIN AMERICAN CITIZENS (LULAC) supports the purpose of fostering and enlarging the opportunities for training, education, civil rights, job opportunities, housing, economic development, and welfare of all Hispanics in the United States; and,
WHEREAS, the Balance Budget Act of 1997 as of 2-5-98 has removed venipuncture as a qualifying service for Home Health Care thus placing burdens and undue hardships on patients who in the past had met all qualifications for Home Health Care including homebound status, and;
WHEREAS, this Act especially places hardships on rural patients who have to travel long distances for medical care, and;
WHEREAS, this Act will contribute to the patients lab work not o be done or at best done infrequently, and;
WHEREAS, this Act will pose a danger to the patients making it almost impossible for the physician to treat the patients without having to put them in a hospital, and;
THEREFORE, BE IT RESOLVED that the 1998 National Assembly convened in Dallas, Texas on the 4th day of July, 1998, will be on record as opposing the aforementioned part of the Act and thereby will work with our congressmen in a vigorous manner to rescind that language and part of the act which is causing so much hardships on our people.
