Resolution - :TO OPPOSE THE MOVEMENT TOWARDS THE TITLE III STATE FORMULA PROGRAM FROM THE OFFICE OF ENGLISH LANGUAGE ACQUISITION TO THE OFFICE OF ELEMENTARY AND SECONDARY EDUCATION
WHEREAS, the League of United Latin American Citizens (LULAC) is committed to improving the education of English language learners; and
WHEREAS, the population of English language learners is increasing at a significant rate; and
WHEREAS, the Office of English Language Acquisition is the only federal office that is specifically charged with addressing the educational needs of English language learners; and
WHEREAS, to insure fidelity to congressional mandates and coherence in program administration all Title III programs and activities should be administrated and coordinated by the Office of English Language Acquisition; and
WHEREAS, the Title III State Formula Program has been effective in building the capacity of State and local educational agencies to meet the needs of English language learners; and
WHEREAS, the proposed move in the final months of the current administration will result in implementation problems at the federal, state and local levels; and
WHEREAS, the League of United Latin American Citizens believes that there are other methods for ensuring coordination between Title III and Title I;
THEREFORE BE IT RESOLVED, that LULAC urge our Hispanic Congressional Caucus and other members of Congress to override the decision by the US Department of Education to move the Title III State Formula Program from the Office of English Language Acquisition to the Office of Elementary and Secondary Education.
