Resolution - Opposition to moving the Title III State Formula Program from the Office of English Language Acquisition to the Office of Elementary and Secondary Education
WHEREAS, the League of United Latin American Citizens (LULAC) is committed to improving the education of English language learners: and, WHEREAS, the population of English language learners is increasing at a significant rate; and, WHEREAS, the Office of English Language Acquisition is the only federal office that is specifically charged with addressing the educational needs of English Language learners; and, WHEREAS, the Title III State Formula Program has been effective in building the capacity of State of local education agencies to meet the needs of English Language Learners; and WHEREAS, the proposed move in the final months of the current administration will result in the implementation problems at the federal, state and local levels; and WHEREAS, the League of United Latin American Citizens believes that there are other methods for ensuring coordination between Title III and Title I; THEREFORE BE IT RESOLVED that LULAC urges our Hispanic Congressional Caucus and other members of Congress to override the decision by the U.S. Department of Education to move the Title III State Formula Program from the Office of English Language Acquisition to the Office of Elementary and Secondary Education.
