Resolution - Freedom for Latin American Political Prisoner
WHEREAS, Mr. Ramiro R. Muniz, a native of Corpus Christi, Texas, made great contributions during the Civil Rights Movement seeking justice, a political voice, and positive change for Mexican Americans, Hispanics, and Latinos in the United States; and WHEREAS, Mr. Ramiro R. Muniz ran for Governor of Texas under an independent political party established and developed for the advancement of Mexican Americans, Hispanics, and Latinos; and WHEREAS, Mr. Ramiro R. Muniz, spent over thirteen years incarcerated in remote maximum security penitentiaries, and is currently incarcerated in El Reno, Oklahoma serving a sentence of life without parole, and WHEREAS, Mr. Ramiro R. Muniz, a 65- year-old peaceful man, has been a model prisoner throughout his incarceration and should have been incarcerated near his family in Three Rivers, Texas as recommended by U.S. District Judge Paul Brown during his 1994 trial; and WHEREAS, National LULAC resolutions in 2006 and 2007 resulted in the transfer of Mr. Ramiro R. Muniz to a Federal Correctional Institution in Three Rivers, Texas on December 11, 2006. Six months after his arrival, discriminatory actions resulted in his being transferred out of Texas again; and WHEREAS, the Mexican American, Hispanic, and Latino communities continue to build national support from individuals, organizations, and political leaders in obtaining freedom for Mr. Ramiro R. Muniz, and WHEREAS, we will not abandon the humanitarian issue of Ramiro R. Muniz, who is remembered for his great contributions to humanity, NOW, THEREFORE, BE IT RESOLVED that the National League of United Latin American Citizens will continue to expand national support for a Commutation of Sentence for Mr. Ramiro R. Muniz and for his immediate transfer to a Federal Correctional Institution near his family, home, preferably, Three Rivers. Approved this 11th day of July 2008. |
