Resolution
LATINO CHILDREN AND THE FOSTER CARE SYSTEM
WHEREAS, The League of United Latin American
Citizens (LULAC) is a national civil rights
organization concerned with the welfare and
human rights of all peoples, particularly those
of Latino heritage; and
WHEREAS, LULAC exercises
leadership locally through membership councils,
Districts, State and National levels concerning
education, health, leadership development of
children and youth; and
WHEREAS, Increasing numbers of
Latino children are requiring foster care; and
WHEREAS, the existing foster
care system in the United States needs
increasing numbers of Latino families to address
that need; and
WHEREAS, Children that are
both natural-born U.S. citizens or not, need a
linguistically and culturally sensitive
environment for continued relevant development,
self-identity and education; and
THEREFORE, BE IT RESOLVED,
That LULAC as a national, state and local
organization encourage its members to identify
the need for linguistic and Latino-culturally
relevant foster care in their local areas; and
BE IT FURTHER RESOLVED, That
LULAC designate a coordinating entity throughout
the organization to coalesce with other groups
and organizations to address the need for Latino
foster parents, the placements of Latino
children with Latino families; and
BE IT FURTHER RESOLVED, That
this appointed body report their progress and
recommendations on a quarterly schedule that the
District, State and national conventions of
LULAC consider proposed actions at all levels as
quickly as possible so as not to lose any future
generations to discriminate and abuse.
