Resolution
CALIFORNIA HIGH SCHOOL EXIT
EXAM (CAHSEE)
WhereaS, education is a
fundamental right in California; and
WhereaS,
the CAHSEE requires high school students to pass
the exit exam as a condition of graduation from
high school effective with the class of 2006;
and
WhereaS,
it is estimated that about 50,000 or 10% of
current seniors have failed to pass the exit
while many of these same students have
successfully completed their course work and
achieved excellent or satisfactory grades; and
WhereaS,
the recent Williams lawsuit demonstrated that
countless students are not getting a chance to
succeed as they attend overcrowded and taxed
schools, taught by teachers not credentialed in
language arts or math, lacking sufficient
instructional materials; and
WhereaS,
state law requires that the State Board of
Education and the Superintendent of Public
Instruction create appropriate testing
alternatives for these students;
Therefore
be it resolved, that LULAC urges
Governor Schwarzenegger, state legislators, the
Superintendent of Public Instruction, the State
Board of Education, and its local educational
leaders to make education a top priority for all
by leaving no student behind and creating
different means for students to show they have
earned high school diploma.
