Resolution
 

In Favor of English Plus 
 

WhereaS, English plus other languages are necessary for the national security, fluency in English for the non-native speakers is acquired to have a broad foundation, and,  

WhereaS, Latino leaders promote fluency in English as a primary goal in order to empower the community, and, 

WhereaS, fluency in English should not come at the expense of the loss of another language, and, 

WhereaS, the history of Native Americans who have lost their native languages is an affront to their ancestors and the present generation. Language and culture are inextricably linked and vital to the diversity and history of our nation, and 

WhereaS, the use of languages other than English are supported by the Voting Rights Act and upheld by the U.S. Supreme Court to assure appropriate representation in the courts and the worker’s rights in the workplace as well as children in our schools, and,  

WhereaS, fluency in other languages is necessary for our country as a world leader in commerce, high technology, and human rights,   

Therefore be it resolved, LULAC supports language diversity and the positive effects to ensure national security as it supports English Plus Dual Language immersion programs for all California children.
