REQUEST TO THE MEMBERS OF LULAC NATIONAL TO DEMAND FROM THE U.S. CONGRESS AND PRESIDENT GEORGE W. BUSH THE ENFORCEMENT OF A NON-COLONIAL ALTERNATIVE TO SOLVE THE CENTURY POLITICAL CONDITION IN PUERTO RICO BEFORE THE END OF THE PRESENT ELECTORAL TERM
 

Whereas, by virtue of the Treaty of Paris, Puerto Rico was ceded to the U.S. consequently becoming part of the Nation and has maintained the same colonial status for over 100 years; and  

Whereas, in 1917 Puerto Ricans obtained the U.S. citizenship and yet its population has not received equal treatment concerning rights and responsibilities because of the unresolved political status; and  

Whereas, its four million residents do not have any valid participation at government decision making process in the United States; and  

Whereas, there are approximately five million Puerto Ricans living in the States as part of the growing Hispanic population, largest minority group, and contribute greatly in both the private and public sector; and  

Whereas, Puerto Ricans have contributed in business, education, science, the arts, becoming part of the American way of life; 

Whereas, the United States has always defended democracy, liberty and human rights throughout the world. 

NOW Therefore, Be It Resolved, that the United States has a moral responsibility to recognize: 1) the rights of U.S. citizens living in Puerto Rico to enjoy the same status and duties of those that live in the mainland; and 2) that President George W. Bush and Congress must look for non-colonial alternatives to solve the century condition in Puerto Rico before the end of the present electoral term. 

BE IT FURTHER RESOLVED, that LULAC take any and all appropriate action, including advocacy at the local, state and national levels; and 

BE IT FURTHER RESOLVED, that should these efforts fail to provide a remedy for this national crisis, LULAC will pursue every legal avenue available to address the problem.
