Supporting the Opposition of LULAC “Paper Councils”
 

WHEREAS, on July 6-11, 2004 we will officially celebrate LULAC’s 75th Anniversary. We will focus on our League’s legacy-second to none. We will commend our LULAC National President for his commentary in our LULAC News May/June 2004 issue. He asks to “reflect back on our past and let us remember that LULAC has a serious part to play in our tomorrow, and we all need to be actively involved in order for us to be successful. We as LULAC members must serve as Role Models…;” and  

WHEREAS, our LULAC Founders were our original role models, likewise many of our Brothers and Sisters in LULAC have done honor to our League’s legacy. Our leaders of yesterday were brave, loyal Americans and good Christians. These men and women had great vision and created our LULAC organization to interface with overt racial discrimination and school segregation; and  

WHEREAS, we members of the Welasco (Texas) League of United Latin American Citizens, Council #291 join our LULAC National President in singling our role models in our League. The word “role model” must not be used so nonchalantly. We must be most discerning; otherwise the word itself means little or nothing; and  

WHEREAS, in view of the foregoing, we take this occasion to again point out to the alleged practices of some LULAC officers in the State of Texas who continue to create “paper councils” (non-existing LULAC councils) for the sole purpose of influencing the outcome of our LULAC district, state, and national elections; and  

WHEREAS, on March 1, 2000, our Welasco LULAC Council #291 presented and adapted a resolution declaring the creation of paper councils as corruptive practice, which degrades and taints the good name and prestige of our League. June 3, 2000 this resolution was adopted by the 2000 LULAC State Convention. This assembly instructed the then LULAC Texas State Director to submit the resolution to the 2000 LULAC National Convention held in Washington, D.C. to date, this has been ignored. 

NOW THEREFORE, BE IT RESOLVED, that our LULAC National President, as our contemporary role model, addresses the problem of “paper councils” in our League. We urge our Brothers and Sisters in LULAC to serve as role models to restore LULAC’s dignity and trust in our Hispanic communities.
