WHEREAS, the protection of the constitutional rights, including the right to be educated, is a fundamental component of equal treatment for all Americans; and

WHEREAS, President George W. Bush policy of “No Child Left Behind” is very important to all Americans, including minorities and children, but is not fully funded; and

WHEREAS, the lack of appropriate funding resources of the “No Child Left Behind” program is the main reason why children and young adults are left behind; and

WHEREAS, the American teachers have a duty to help President George W. Bush, through various alternatives, to reach out to children with special education needs; and

WHEREAS, we the People of the United States of America have the opportunity to provide a second chance to our children.

NOW THEREFORE, BE IT resolved, that the education program “No Child Left Behind” should be fully funded in order to include all eligible children, so that no child is left behind.
