Supporting the Head Start Programs that oppose the discrimination of Hispanics
 

WHEREAS, the League of United Latin American Citizens supports the purpose of fostering & enlarging the opportunities for training, education, civil rights, job opportunities, housing, economic development and welfare of all Hispanics in the United States. 

WHEREAS, All Nationwide Head Start Programs and Policy Council Parents to:

  1. Receive adequate fair treatment and training of the implementation of Federal Government Performance Standards of the Head Start Program that sets guidance for Policy Councils to govern and maintain the framework of all necessary needs of the community for which they serve.

  2. Receive National Support to prevent disparity, discrimination tactics ands slanderous attacks by calling (Hispanics), (Latinos), “WET BACKS”.

  3. Receive support for implementing more initiative to serve the under served Hispanic, Latino Head Start children throughout the communities of the United States of America.

 NOW THEREFORE BE IT RESOLVED, that the LULAC National Convention held in San Antonio, Texas on the 9th day of July of 2004, LULAC National of Texas motion carried by a majority vote of those present.

 BE IT FURTHER RESOLVED, that an investigation to be expedited and follow: 

  1. The appropriate Federal laws of the Office of Civil Rights Discrimination Act of 1964 of Title VI &VII.

  2. And the Federal Laws of the Head Start Performance Standards, General Requirements 1301.10 Sub Part B, Protection of Human subjects, 45crf part 46, 45cfr, Part 80 non discrimination, under programs receiving federal assistance through the Department of Health and Human Services.

 BE IT FURTHER RESOLVED, that justice be served by allowing the Policy Council Parents to have the authority to recommend other community collaborations to be established and remain empowered within their communities with agency or agencies that are sympathetic to the needs of such culture, to prevent disparity and other discriminatory acts.
