Opposition to Bush’s Guest worker Program
 

WHEREAS, President Bush’s proposed guest worker program would resemble the old Bracero Program; and 

WHEREAS, one aspect of President Bush’s proposal would be to bring in guest workers for 3 years only without any promise of legalization; and   

WHEREAS, President Bush’s proposal would create a captive labor force subject to exportation; and  

WHEREAS, this would be a re-enactment of the old Bracero Program, Public law 78 that was terminated by President Kennedy in 1963.” 

THEREFORE, BE IT RESOLVED that the importation of guest workers for 3 years as in President Bush’s proposal is not in the best interests of Latinos and will not be supported.
