Supporting the Parole of Any
Non-violent Parole Eligible Inmate Who Is
Scheduled for Deportation
WHEREAS, the League of United
Latin American Citizens (LULAC) is dedicated to
the preservation of the civil rights of all
Latinos and other minorities including the right
to be free of government oppression whether or
not they are citizens of the United States; and
WHEREAS,
according to testimony provided at a March 10,
2004 hearing before the Texas Senate Criminal
Justice Committee there are approximately 2,500
inmates in custody of the Texas Department of
Criminal Justice (TDCJ) who are non-violent,
parole eligible individuals who will be
transferred to federal custody for deportation
immediately upon being paroled; and
WHEREAS, the
transfer to federal custody via parole of the
2,500 inmates would provide substantial relief
of the overcrowded conditions currently existing
in Texas prisons and allow the financial savings
to be spent on rehabilitative programs rather
than the mere warehousing of inmates.
NOW THERFORE, BE IT
RESOLVED that the League of United Latin
American Citizens hereby demands that Texas
Board of Pardons and Parole immediately parole
any non-violent, parole eligible inmate who is
scheduled for deportation and that the Board
transfer custody of such inmate to the United
States Immigration and Naturalization Service
for return to their home country forthwith.
