Supporting the Change of the
No Child Left Behind Act
WHEREAS, the current law
provides no incentives for school districts to
sponsor GED programs. School Districts, for
example, Houston Independent School Districts
have already cancelled all of its GED programs.
Other school Districts will also be ending their
GED programs since there are no incentives to
support them. Consequently, students will have
limited opportunities when they drop our or are
pushed out of school; and
WHEREAS,
students who receive a GED will have the
opportunity to enter higher education, join the
military or qualify for jobs that require a high
school diploma; and
WHEREAS, these
changes will increase the graduation rate by
allowing students to be counted as graduates if
they obtain their GED. It will also decrease the
dropout rate by counting students who enroll in
a GED program to not be counted as dropouts.
These changes will result in a win situation for
the proponents of NCLB, Schools, Districts,
States and students.
NOW THERFORE, LET IT BE
RESOLVED, that LULAC requests the
Department Of Education change the No Child Left
Behind Act to permit schools, districts, and
States to classify students who are enrolled in
a GED or high school equivalency program up to
the time they reach their 21st
birthday as non-dropouts. Current NCLB act
requires that students in any State who enroll
in GED programs be counted as dropouts beginning
in 2004/2005.
LET IT BE FURTHER
RESOLVED, that LULAC also request that
students who successfully pass the GED exam by
their 21st be considered as
graduates. Current NCLB act does not allows
states to count students receiving a GED as a
graduate.
