Resolution
Ashley Villareal
WHEREAS,
the League of the United Latin American Citizens
(LULAC) is dedicated to the preservation of the
civil rights of all Latinos, including their
right to be free from government oppression and;
WHEREAS,
LULAC is
generally supportive of law enforcement and is
fully aware that mistakes are made, even by the
finest o officers, but;
WHEREAS,
Ashley Villareal, a fourteen year old girl was
recklessly shot and killed by agents of the Drug
Enforcement Administration in San Antonio,
Texas, on February 9, 2003, under circumstances
for which there has yet to be any satisfactory
explanation and;
WHEREAS,
if as
reported, the DEA had Ashley’s house under
surveillance, they should have known it was a
child who had gotten behind the wheel and held
their fire and;
WHEREAS,
if the fatal shooting had been at the hands of
our Latino brothers under these circumstances,
criminal charges would have already been brought
and;
WHEREAS,
the League of United Latin American Citizens
will not tolerate ANY police agency recklessly
pulling guns and terrifying, much less killing,
any of our innocent children for the sake of
making ANY arrest and;
WHEREAS,
the League of United Latin American Citizens
will not allow the DEA or any other agency to
become an occupational army in the barrio, nor
will we tolerate summary executions by
irresponsible agents even in the interest of the
government’s “drug war;”
NOW THEREFORE, BE
IT RESOLVED,
that the League
of United Latin American Citizens demands that
there be a full and impartial investigation into
Ashley’s untimely death by an agency independent
of the Drug Enforcement Administration and that
such an investigation result in nothing less
than the complete discovery and full disclosure
of what really happened to Ashley and;
BE IT FURTHER
RESOLVED,
that unless it be determined that there was an
unquestionable justification for the shooting,
all responsible individuals be prosecuted and
punished to the full extent of the law.
