Luis Torres
WHEREAS, The League of United
Latin American Citizens supports the purpose of
fostering and enlarging the opportunities for
training, education, civil rights, job
opportunities, housing, economic development and
welfare of all Hispanics in the United States;
WHEREAS, Luis
Torres was visiting brother in Baytown on
January 2002, en route to Kansas City after
Christmas vacation with family in Mexico.
Became ill and required medical attention.
WHEREAS, The
Harris County medical examiner ruled Luis
Torres’ death a homicide resulting from
mechanical asphyxiation, or compression of his
airways. The medical examiner was quoted, “This
is not an ‘accidental’ ruling,” said Carter.
“It is our medical opinion that someone is
responsible here for another person’s death.
But that does not mean the courts or grand jury
will agree with us.”
WHEREAS, at the
LULAC National Convention in Houston, Texas in
2002, a resolution directing the LULAC National
President to contact the US Attorney General and
the leaders of the US Senate to request a full
investigation into the death of Luis Torres.
NOW THEREFORE, BE IT
RESOLVED, that at the LULAC State
Convention held in Forth Worth, Texas on the
first day of June of 2003, by a majority vote of
those present, resolved that: the LULAC
membership of Texas assist LULAC District VIII
to obtain 25,000 signatures on a petition to
U.S. Senator John Cornyn and Senator Kay Bailey
Hutchinson to request that the Luis Torres case
be reopened.
BE IT FURTHER RESOLVED,
that the Texas LULAC State Director and
LULAC National President present the petition to
the named US Senator and request a full
investigation into the death of Luis Torres.
