Resolution
The League of United Latin
American Citizens (LULAC) urges state
legislatures to pass legislation preventing
mandated homeowners and condominium associations
from abusing their members through unreasonable
fines and predatory foreclosures of their
homesteads
WHEREAS, LULAC throughout its
history has committed itself to the principle
that Hispanic Americans have equal access to
opportunities in employment, education, housing
and general welfare in the United States; and
WHEREAS, due to the rapid increases
in the cost of housing, the “American dream” of
purchasing a single family home is no longer an
option for many Hispanics and other minorities
who have little alternative, but to purchase
decent housing in mandated properties, such as
condominiums or townhouses; and
WHEREAS, the Hispanic community has
been the target of unscrupulous and corrupt
special interest groups associated with
homeowners association and management in
mandated properties who apply unreasonable
demands and selective enforcement fines in some
cases illegally applied leading to the
foreclosure of their homestead; and
WHEREAS, due to the inadequacy of the
present laws, their human and constitutional
rights are often violated; and
WHEREAS, poor communities,
minorities, and non-English speakers are the
most affected, especially single mothers, the
disabled, and retirees who become easy prey due
to the lack of financial resources to fight for
their rights;
NOW THEREFORE, BE IT
RESOLVED, that the League of United
Latin American Citizens (LULAC) supports the
work of Humberto Sanchez to address these
issues, and urges state legislatures to review,
amend and create adequate laws to protect
homeowners; and
BE IT FURTHER RESOLVED,
that LULAC condemns the abuse of homeowners
living in mandated properties from unreasonable
fines and foreclosures of their homes which are
a vital part of the American dream.
