Resolution To Restore The
National Farmworker Housing Program to its
Original Congressional Intent to Develop
Permanent Housing and Maintain the Present
Regional Housing Network and Funding Level of
Fiscal Year 2002
WHEREAS, The League of United
Latin American Citizens is the nation’s oldest
and largest Latino organization, founded in
Corpus Christi, Texas on February 24, 1929; and
WHEREAS, LULAC
throughout its history has committed itself to
the principle that Latinos have equal access to
opportunities in employment, education housing
and healthcare; and
WHEREAS, the US
Department of Labor National Farmworker Housing
Program known as Workforce Investment Act 167
was restored to the 2003 Budget contrary to the
wished of USDOL; and
WHEREAS, US DOL
changed the congressional intent of the
permanent housing development and redirected the
program without public input to prohibit these
services and only provide for temporary housing,
tents and rental assistance; and
WHEREAS, US DOL
with this redirection also dismantled the
regional housing development network and reduced
the funding, thereby threatening on-going
housing development projects for farmworkers
nationwide; and
WHEREAS, the
dismantling of the network, redirection of the
emphasis to temporary shelters, reduction of
funding disrupts projects and partnerships both
public and private developed over the years to
provide permanent housing services to
farmworkers.
THEREFORE, we
call upon the Arizona League of United Latin
American Citizens and the National LULAC to make
this their legislative priority to restore the
original intent of the National Farmworker
Housing Program, funding levels, and regional
networks as they existed in the 2002 fiscal
year. We ask that LULAC contact the appropriate
US DOL officials, congressional members
requesting that this arbitrary and detrimental
redirection by US DOL National Farmworker
Housing Program be immediately restored to its
fiscal year 2002 operation level.
