English Plus
WHEREAS, most effective
governance depends upon this nation’s residents
having a facility with the English language and;
WHEREAS,
immigration to this country has never been
predicated on an immigrant having a command of
the English language and;
WHEREAS, history
has demonstrated that non-English speaking
immigrants gradually adopt the values of this
country to include development of a facility
with English and;
WHEREAS, the
proximity of this country to large populations
desirous of the benefits offered by this country
and;
WHEREAS, this
country’s indelible memory evident in the
remnants of Spanish colonization prior to this
nation’s founding for which this nation
continues to demonstrate gratitude;
WHEREAS,
Spanish-speaking aliens attracted to the U.S. by
an insatiable appetite of this country’s
competitive economy for incorporating
undocumented workers in its workforce and;
WHEREAS, the
economic advantage offered by paying low wages
and survival living conditions preclude
opportunities for destitute immigrants to gain
facility with the English language, the under
funded English as a Secondary Language
notwithstanding, and;
WHEREAS, the
philosophy of the English Only movement has
tended to divide the nation’s citizens with a
commensurate waste resources;
NOW THEREFORE, BE IT
RESOLVED, that as members of LULAC we
will continue to support Executive Order 13166,
Improving Access to Services for Persons with
Limited English Proficiency, designed to
improve access to federally conducted and
federally assisted programs and activities for
persons who, as a result of national origin, are
limited in their English proficiency (LEP),
also;
BE IT FURTHER
RESOLVED,
to act in the capacity of amicus curiae
on those cases that are deemed legal challenges
to LULAC’s above stated position.
