Resolution

Border Vigilantes

WHEREAS, since 1993, the policy of the U.S. Border Patrol has been to prevent entry to the United States through urban areas by undocumented immigrants, and;

WHEREAS, this policy has caused immigrants to attempt crossing at desolate and remote locations, across federal or private lands, and;

WHEREAS, this transit has led some individuals to claim that their private property is being invaded, abused and damaged, and;

WHEREAS, anti-immigrant groups have taken this opportunity to organize themselves into quasi-military organization that “patrol” said private property, and;

WHEREAS, there have been constant reports in the general press of beatings and violent deaths in the areas where these self-appointed “homeland defenders” operate, and;

WHEREAS, the respected Southern Poverty Law Center has investigated these groups and found them to have ties with anti-government groups, and;

WHEREAS, the Attorney General of the United States has not yet responded to the request from Congressman Raul Grijalva (D-Tuscon) that the issue of these vigilante groups be addressed at the federal level, therefore;

NOW THEREFORE, BE IT RESOLVED, that California LULAC demands that the federal government put an end to the actions of the most well known groups (“Ranch Rescue,” based in Abilene, Texas, “Civil Homeland Defense Corps,” based in Tombstone, Arizona, and “America Border Patrol,” based in Sierra Vista, Arizona) and prosecute them for any and all violations of the law, as well as maintain close watch on their leasers and followers as they are a threat to the security and tranquility of the nation.

Submitted by Mel Risher, President of Santa Monica-Venice Bay Area Council 2010, and Dr. J. Manuel Urrutia, Council 2010.

Approved this 21st day of June, 2003.
