Resolution
Opposition of the Exclusion of
Bilingual Programs from Receiving Federal
Government Funds
WHEREAS, LULAC supports the
advancement of all students and believes that an
opportunity given to one segment of our student
community should be made available for all
student communities;
WHEREAS, the
federal government of the United States has
established the Reading First Fund which will
provide $133 million over the next six years to
provide reading instruction in the first four
years of public instruction;
WHEREAS, the
California State Board of Education has added to
the federal guidelines of the Reading First
funds to prohibit districts who provide
bilingual instruction form receiving the Reading
First funds;
NOW THEREFORE, BE IT
RESOLVED, that the California State
organization of LULAC will support the inclusion
of all students to the Reading First fund, That
communications to this effect be given to the
State Board of Education, Department of
Education, Governor Gray Davis and any other
public official LULAC deems necessary to
influence a change to this divisive policy.
