RESOLUTION

Obtaining a Texas Driver's License

WHEREAS, that the insufficiency of public transportation in Texas requires everyone to drive a vehicle for purposes of employment, purchasing food, or getting access to medical facilities; and

WHEREAS, that even though the Department of Public Safety rejects immigrants' applications, the immigrants must keep driving, without a license and without proof that they understand the laws and requirements of drivers; and

WHEREAS, the streets and roads would be less dangerous if every person on the highways were trained and tested for their understanding of Texas highway laws and rules; and

WHEREAS, that immigrants from Canada, whether they are legal or illegal, receive their driver's license when they show their Birth Certificate, while Hispanic immigrants are required to produce more information and documentation before being given their license; and

WHEREAS, lawmakers passed H.B. 396 in the last session of the Texas Legislature, ordering the Department of Public Safety to accept other types of identification, and that the bill was passed with a great majority in the House of Representatives and the Senate; and

WHEREAS, Governor Rick Perry vetoed this law at midnight one-day prior to its taking effect in addition to 81 other laws that were designed by the Legislature for the benefit of the people of the border regions; and

WHEREAS, immigrant workers have never presented any form of terrorist threat, but only make our nation stronger by their presence, and therefore should be appreciated rather than punished; and

WHEREAS, Anglo Canadian immigrants are treated with deference by DPS authorities but Latino immigrants are treated with suspicion;

NOW THEREFORE, BE IT RESOLVED, that LULAC will work tirelessly to end the discriminatory policies of the DPS with respect to applicants for a Texas driver's license.
