WHEREAS, racial or ethnic profiling of minorities, including the racial or ethnic profiling of Hispanic residents, by government entities has and is taking place in various parts of the country,
WHEREAS, racial or ethnic profiling of minorities, including the racial or ethnic profiling of Hispanic residents, by governmental entities is unlawful, discriminatory, and morally reprehensible, and leads to distrust of government and less use of government services by minorities, including Hispanic residents,
NOW THEREFORE, BE IT RESOLVED, that federal, state and local
governmental entities adopt laws, rules and/or resolutions that
provide as follows: (a) any and all forms of racial or ethnic
profiling by its agencies and employees are hereby banned and
proscribed, and any form of racial or ethnic profiling will not
be tolerated; (b) any governmental officials or employees who
engage in any form of racial or ethnic profiling shall be subject
to disciplinary action and penalties; and ( c) a telephone number
and/or other means of reporting instances, with the information
provided in both English and Spanish.
BE IT FURTHER RESOLVED, that the National LULAC and all LULAC
Councils shall use all due means to advocate said Resolution for
adoption by national, state and local governments, and other entities
deemed necessary, to advance the Resolution, and shall publicize
said Resolution in the appropriate media outlets.
