RESOLUTION

Preventing Local Law Enforcement from Enforcing Immigration Laws

WHEREAS, the United States Department of Justice is proposing the formation of agreements between its agencies including the Immigration and Naturalization Service (INS) and local law enforcement agencies in the enforcement of federal immigration laws,

WHEREAS, the formation of said agreements would (a) undermine and destroy the confidence of minority communities, including that of Hispanic residents, in local law enforcement agencies; (b) deter minority communities, including Hispanic residents, from reporting crimes and from cooperating and assisting in the investigation of crimes; and (c) would result in increased instances of racial profiling against minority communities, including Hispanic residents,

NOW THEREFORE, BE IT RESOLVED, that the federal government and all of its agencies not form, nor advocate the formation of, any agreements between (a) the United States Department of Justice and any of its affiliated agencies, including the INS, and (b) local and state law enforcement agencies, on any and all Immigration-related issues, including the enforcement if immigration laws.

BE IT FURTHER RESOLVED, the National LULAC Councils shall use all dues means to advocate said Resolution to the federal and local governments, and other entities deemed necessary, to advance the Resolution and shall publicize said Resolution in the appropriate media outlets.
