
WHEREAS, Secretary Colin Powell has recognized the United States Department of State Hispanic employment representation was not reflective of the national Hispanic labor base, and has put in place outreach programs,
WHEREAS, Secretary Powell has enacted programs and budgeted recruitment programs and positions to promote the hiring of Hispanics in the State Department
WHEREAS, the State Department has various associated and assigned agencies, such as the U.S. Agency for International Development (USAID) which have a Hispanic representation of about 4% as compared to the Hispanic national labor force statistic of 12%,
WHEREAS, USAID an international foreign aid arm of U.S. foreign policy under the Department of State, and as such should be a diverse organization, remains grossly under-represented,
NOW THEREFORE, BE IT RESOLVED, that LULAC commends Secretary Powell's initiatives, and supports that the USAID also be provided with the same budget and interests for recruitment programs as those being afforded the Department of State in accordance with Secretary Powell's edicts.
