WHEREAS, U.S. Senators Phil Gramm and Kay Bailey Hutchinson are in the process of designating two appointments to the United States District Court for the Western District of Texas; and
WHEREAS, Texas State District Court Judge Philip R. Martinez is one of four finalists for said position; and
WHEREAS, Judge Philip R. Martinez has a distinguished record as a student of the law, having graduated from Harvard Law School (Class of 1982), and as judge of the 327th Judicial District; and
WHEREAS, Judge Philip R. Martinez has served the best interest of the city of El Paso, Texas since 1991.
NOW THEREFORE, BE IT RESOLVED, the League of United Latin American Citizens recommends the appointment of Judge Philip R. Martinez to the United States District Court for the Western District of Texas, El Paso Division. We urge U.S. Senators Gramm and Hutchinson to submit his name to the U.S. Senate Judiciary Committee and we urge said Judiciary Committee to submit Judge Philip R. Martinez's name to the U.S. Senate for confirmation.
