RESOLUTION

Agreement on Vieques to Be Enforced by
United States and Puerto Rico

WHEREAS, we are conscious in LULAC, that the situation related to the military practices of the United States Navy is of an urgent character and requires to be resolved in a just and democratic way for both sides, the United States of America and Puerto Rico; and

WHEREAS, we support the directives of the former United States President William J. Clinton, which gives among other aspects, the celebration of a referendum at end of the present year in which the citizens of Vieques would have the opportunity to either support the retreat or permanence of the Navy in Vieques. Also, it provides for the transfer of lands, some of which have been made; moreover, authorizes the transference of forty million dollars to provide the infrastructure in Vieques and the clean up of the land and the departure of the Navy in 2003. At this moment, there has not being any other viable alternative and support by the United States Congress.

NOW THEREFORE, BE IT RESOLVED, to continue supporting the rights of peace for the American citizens residing in Vieques through the democratic consultation established in the agreement between the government of the United States and the government of Puerto Rico and demand the President of the United States George W. Bush to agitate the process and assure the Human and Civil Rights of the people of Vieques.
