WHEREAS, the principals and philosophies that established LULAC promote for and look after the development of better and more suitable opportunities for equality and justice among all AMERICAN citizens; and
WHEREAS, in Puerto Rico, almost four million American citizens do not have any representation inside the political and governmental structures of the United States of America; and
WHEREAS, the American citizens residing in Puerto Rico, as part of their right of freedom of expression and self-determination, must have the opportunity to fully implement the privileges and obligations guaranteed under the Constitution of the United States of America;
NOW THEREFORE, BE IT RESOLVED, to support the efforts, procedures and mechanisms that are already in place under the Constitution of the United States, so that the United States Congress can recognize those viable structures that will allow the American citizens, who live in Puerto Rico, to enjoy a relationship of justice and equality with the rest of their fellow American citizens across the nation, and to support self-determination for the American citizens who live in Puerto Rico as way to protect their equal rights guaranteed by U.S. citizenship with all the prerogatives, rights, and obligations that U.S. citizenships entitles them to.
