WHEREAS, essential workers are critical to the area's economy,
WHEREAS, essential workers include:
- Tourist industry workers
- Farmworkers, gardeners, construction workers,
- Public service workers
- Teachers, safety personnel (firefighters and police, health
and social service providers, etc.)
WHEREAS, it is of utmost importance to house essential workers
in decent, permanently affordable housing and rentals close to
their place of employment because:
- It gives employees a stake in the community they work in
- It gives the workers and their families the decent, healthy,
living conditions that they deserve.
- It reduces traffic congestion.
- It promotes air quality.
- It is an economically viable solution.
NOW THEREFORE, BE IT RESOLVED, that LULAC councils throughout the State of California call upon their respective city councils or county supervisors to adopt and enforce public policies that require the provision of permanently affordable housing and annual rent increases tied to CPI for essential workers who work in their jurisdiction. These policies should include the following elements:
- An equitable jobs to housing ratio;
- Increased densities (to the same extent of the Salinas Valley
cities as in City-centered growth);
- Revenue sharing from jurisdictions with jobs and tax revenues
to jurisdictions that provide the housing, e.g., by contributing
to a county-wide Housing Trust Fund with dedicated tax revenues
or mandatory fees that link jobs and housing;
- Permanently affordable housing through subsidy retention, land
trusts, deed restrictions, inclusionary housing, etc.;
- A living wage based on the consumer price index.
